What is this role about?
The Senior Manager (Land Transport Planning & Optimization) role provides strategic and operational leadership over all transport and dispatch activities for fuels, lubricants, and LPG. The role ensures safe, efficient, and compliant delivery operations through effective fleet management, truck readiness, dispatch coordination, loading schedule optimization, and cost control. It is accountable for aligning transport operations with commercial objectives, supply plans, and terminal operations, while ensuring full regulatory accreditation and calibration compliance of all transport assets to support accurate measurement, optimal fleet utilization, and operational reliability.
The Senior Manager (Land Transport Planning & Optimization) plays a critical role in achieving company performance objectives by driving transport reliability, operational efficiency, and service quality. Through capacity planning, performance monitoring, and continuous improvement initiatives, the role ensures sufficient accredited fleet availability to meet market demand and minimize delivery risks. Working closely with Sales, Supply, Terminal Operations, and HSE, the role supports the timely fulfillment of booked and paid transactions, reduces unlifted volumes, upholds safety and compliance standards, and consistently delivers a high level of customer satisfaction.
What will YOU do?
TRANSPORT OPERATIONS AND COMPLIANCE MANAGEMENT
Lead transport operations ensuring efficient, timely, and safe deliveries. Activities include the following:
Fleet Management: Oversee fleet readiness, preventive maintenance, dispatch execution, and route planning for fuels, lubricants, and LPG.
Operational Planning: Execute daily, weekly, and monthly loading and transport schedules to align with commercial requirements and ensure timely deliveries.
Oversee truck and meter calibration ensuring compliance with government standards. Activities include the following:
Calibration Compliance: Manage truck and meter calibration according to DOE, DTI, and Metrology authority requirements.
Measurement Accuracy: Ensure delivery reconciliation is precise and accurate.
Manage transport asset accreditation, fleet capacity, and availability planning maintaining regulatory compliance and sufficient logistics capacity. Activities include the following:
Fleet Analysis and Freight Optimization: Conduct regular analyses to determine the optimal number of accredited trucks and lead the accreditation of additional units. Compute accurate freight rates, compare them with market benchmarks, and develop market data to optimize cost-to-service performance.
Capacity Planning: Develop and maintain truck capacity and availability models to meet market and customer demand, particularly during peak seasons.
Performance Monitoring: Track utilization, downtime, and cost-per-trip metrics to support strategic decisions for fleet optimization or expansion.
Ensure transport safety, environmental, and hazardous goods regulations, and ensuring safe and compliance operations. Activities include the following:
Regulatory Compliance: Enforce adherence to transport safety, environmental, and hazardous goods standards across all operations.
FREIGHT COST MANAGEMENT AND CAPACITY PLANNING
Conduct freight cost and operational performance analyses optimizing cost-to-service performance. Activities include the following:
Cost Analysis: Review fuel consumption, route efficiency, truck capacity, demurrage, and market-based logistics rates.
Optimization: Recommend improvements and cost-efficiency opportunities based on metrics and trends.
CROSS-FUNCTIONAL COLLABORATION
Collaborate with cross-functional teams (Sales, Supply, Terminal Operations, ACCT, FINA, COS, APM, HSE), aligning operations with business objectives and regulatory requirements. Activities include the following:
Coordination: Synchronize delivery schedules with forecasts and commercial requirements.
Issue Resolution: Resolve delivery concerns and manage third-party hauler performance.
Compliance & Cost Alignment: Validate freight cost models, budgets, and ensure safety and environmental compliance.
PERFORMANCE EXCELLENCE AND CONTINUOUS IMPROVEMENT
Establish transport KPIs and performance monitoring, ensuring operational excellence and reliability. Activities include the following:
KPI Tracking: Monitor OTIF delivery, fleet utilization, calibration compliance, and transport cost per unit.
Continuous Improvement: Implement route optimization, telematics, and performance dashboards to enhance operations.
Promote a culture of safety, accountability, and operational discipline while maintaining high operational standards. Activities include the following:
Safety & Training: Conduct driver training, emergency drills, and compliance audits.
Operational Reviews: Identify inefficiencies, calibration variances, and cost leakages, implementing corrective and preventive measures.
Monitor delivery performance and operational data to inform management decisions. This includes analyzing transport metrics, identifying trends, and providing regular reports to relevant parties/stakeholders.
Perform other operational support duties to ensure smooth transport operations. This includes taking on ad hoc transport and logistics projects, initiatives, or problem-solving tasks, as assigned from time to time.
What will YOU need?
Bachelor's degree graduate in any Engineering course
At least 10 years of relevant experience
At least four years of people management experience
Willing to do field work, as needed
Willing to extend working hours, and work on holidays or weekends, as needed
