What is this role about?
The role serves as Seagas’ central authority for legal, regulatory, and compliance governance, ensuring that all LPG operations are conducted strictly within applicable laws, regulatory mandates and ethical standards, including full adherence to Republic Act No. 11592 (LPG Industry Regulation Act) and its Implementing Rules and Regulations.
Holding direct accountability for the company’s legal and regulatory oversight, the role safeguards Seagas’ license to operate by ensuring the timely acquisition and maintenance of all permits, licenses, and statutory requirements across plants, depots, refilling facilities, transport and distribution operations. The position provides authoritative legal interpretation, enterprise risk assessment and strategic counsel to senior management, enabling informed decision-making and proactive mitigation of regulatory exposure.
Through disciplined compliance governance, structured internal controls, and active engagement with regulatory authorities, the role protects the organization from penalties, reputational risk and operational disruption while supporting sustainable, fully compliant growth in the LPG sectorThis role directly safeguards revenue continuity and strategic growth by ensuring uninterrupted operations, minimizing regulatory risk and penalties, protecting the company’s license to operate and strengthening governance credibility under the LPG regulatory framework.
What will YOU do?
Oversee and ensure full compliance of all LPG operations with Republic Act No. 11592 (LPG Industry Regulation Act), its Implementing Rules and Regulations, and all applicable requirements of DOE, DTI, DENR, LGUs, BFP and other relevant government agencies.;
Manage independently the acquisition, renewal, monitoring and safekeeping of all regulatory, operational, environmental, and safety permits and licenses for plants, depots, refilling facilities, storage sites, transport units and distribution operations.;
Draft, review, negotiate and manage contracts, memoranda of agreement, service agreements, regulatory submissions and other legal instruments to protect company interests and ensure regulatory compliance.;
Identify potential legal, regulatory, and compliance risks, recommend appropriate mitigation measures, and promptly escalate critical matters to senior management.;
Represent the company in regulatory consultations, inspections, audits, compliance meetings and enforcement proceedings with DOE, LGUs and other government bodies.;
Establish, implement and periodically update internal compliance policies, legal guidelines and standard operating procedures to align with evolving legal, safety and industry standards.;
Lead and coordinate company responses to regulatory audits, inspections, investigations,or compliance findings, ensuring timely submission of documentation and corrective actions.;
Provide sound legal advice on new projects, facilty expansions, partnerships, acquisitions and other strategic business initiatives to ensure compliance and minimize legal exposure;
Conduct legal and compliance briefings or training sessions for key departments to promote awareness of regulatory obligations, safety standards,and ethical business practices.;
Maintain an organized and secure repository of contracts, permits, licenses and regulatory correspondence; prepare and submit periodic compliance status reports to management.;
Performs other functions that may be assigned from time to time.
What will YOU need?
Bachelor of Laws (LLB) or Juris Doctor (JD) degree
Member and in good standing of the Integrated Bar of the Philippines (IBP)
Training or certification in Regulatory Compliance, Risk Management, or Corporate Governance (preferred)
ISO (9001/14001/45001) or Data Privacy certification is an advantage
Continuing legal education in energy or LPG industry regulations preferred
5–8 years of legal practice with exposure to regulated industries (energy, LPG, petroleum, manufacturing)
Strong knowledge of RA 11592, DOE regulations, and Philippine corporate/commercial laws
Proven experience in contract drafting, review, negotiation and regulatory documentation
Experience in regulatory permitting, inspections, audits and government liaison management
Strong risk assessment, compliance governance, and advisory capability for senior management
