What is this role about?
The Officer (Crewing and Training) contributes to the timely and quality delivery of activities and services related to the sourcing, screening, placement, onboarding/familiarization/training, mobility, and documents and records management of seafarers who are deployed to the company's vessel fleet of ships, barges, and tugboats.
In addition, the role assists in ensuring that the vessels are manned with qualified (related to training and experience requirements) in accordance to applicable performance and regulatory standards.
Through this role, the timely and compliant deployment of qualified personnel to the company's vessel fleet will help establish its overall logistical capability and effectiveness, as the vessels are being used to transport products to the different depots/terminals of the company nationwide.
What will YOU do?
- Undertake activities to source, select, and deploy crew to company vessels based on the assigned vacancies and approved crewing/ manning plan focusing on the hiring of vessel crew positions.
- Operate Drug & Alcohol Policy to maintain 0 percent alcohol tolerance as per company policy Conduct surprise D&A test onboard.
- Conduct Recruitment to comply with the minimum safe manning and to follow the MLC 2006 regulation in terms of employment Hiring/sourcing of new and ex-crew.
- Monitor Performance of all crew to be updated in the current situation of crew onboard in terms of performance and other crew welfare related concerns act as main contact person.
- Maintain accurate, complete, and updated vessel crew information to ensure compliance with company requirements and regulatory standards by organizing, monitoring, and updating documents, records, and databases of vessel crew, including (but not limited to) the following:
- 201 File
- Certification, training, and on-board experience profiles
- Medical history (Pre-Employment Medical Exam and/or Annual Physical Exam
- Ensure effective delivery of employment services to support vessel crew welfare by performing and/or coordinating activities related (but not limited) to the following:
- Attendance monitoring and timekeeping.
- Endorsements/requisitions of benefits and claims (meal allowance, accident insurance, medical assistance, etc.).
- Requisition of vessel consumables/supplies and crew uniforms.
- Requisition and/or monitoring of revolving funds for vessel voyages.
- Ensure Vessel manned in accordance with regulations To comply with the minimum safe manning and to follow the MLC 2006 regulation in terms of employment Hiring/sourcing of new and ex-crew.
- Implement Terms of employment to ensure that contract is clear with the seabsed crew
- Explain/discuss the contract prior onboarding.
- Participate in the review, creation, and/or revision of policies, guidelines, procedures, and/or forms to ensure that the company is compliant with all relevant regulatory standards and programs such as the Safety and Environmental Management Systems (SEMS), Ship Inspection Report (SIRE), International Safety Management (ISM) Code, etc.
- Performs other functions that may be assigned from time to time.
What will YOU need?
- Graduate of Psychology, Behavioral Science, Business/Management, or equivalent.
- Minimum of four years of relevant experience.
- Willing to hold office at at Namayan Office, Mandaluyong (2x-3x a week) and at the 19th Floor Taipan Office, Ortigas (1x-2x a week).
