What is this role about?

The BD Project Officer is responsible for driving the execution of SEAOIL’s key strategic business initiatives under the Commercial Sales – Business Development group. The role focuses on project management, framework institutionalization and cross-functional coordination rather than frontline sales. The position ensures that priority programs such as Toll Blending, Reciprocity Programs, CME Bifurcation, Zest and other strategic programs that drive volume and margin growth are effectively implemented from concept development to measurable execution supporting SEAOIL’s diversification and innovation strategies.

What will YOU do?

• Lead end-to-end management of BD initiatives from scoping to post-implementation to ensure timely and cost-effective delivery
• Establish operating models, standards, framework, and guidelines to enable smooth cross-functional execution
• Act as the central coordination point among different SEAOIL departments to facilitate collaboration and ensure cohesive project delivery
• Develop dashboards and reports tracking progress, risks, and project ROI to provide visibility on project performance and decision-making insights
• Sustain momentum for diversification and margin-generating projects to drive continued business growth and identify new opportunities
• Support the Bid Management Process to ensure alignment with SEAOIL’s strategic objectives

What will YOU need?

• Minimum of 3–5 years of experience in project management, strategic planning, or business development, preferably within the fuel, lubricants, or energy industries
• Proficiency in MS Office and project management tools. Strong analytical, communication, and reporting skills
• Bachelor’s degree in Business Administration, Industrial Engineering, Management, or any related discipline. Project Management Certification is a plus.
