What is this role about?
The Planning Engineering Officer is responsible for leading the design, planning, and cost management of energy infrastructure projects such as terminals, plants, and storage facilities. This includes preparing architectural layouts, cost estimates, and bidding documents, as well as reviewing contractor plans to ensure compliance with design and safety standards. The role coordinates across engineering, procurement, and construction teams to ensure projects are executed efficiently, within budget, and aligned with operational, commercial, and regulatory requirements.
What will YOU do?
- Develop and manage architectural and engineering design plans for complex industrial energy facilities, ensuring alignment with operational, commercial, and branding objectives
- Prepare and oversee cost estimates and budgets for new facility developments and renovations, ensuring accuracy and alignment with project scope and financial targets
- Review and evaluate contractor proposals, designs, and plans to ensure compliance with design standards, safety regulations, and technical specifications
- Coordinate with multidisciplinary teams, including engineering, procurement, and construction teams, to ensure seamless integration of planning with execution phases
- Support the preparation of bidding documents and scope of work for contractors and consultants, ensuring clarity, competitiveness, and compliance
- Monitor project costs and financial performance, track actual vs. planned expenditures, and support cost control measures to maintain budget discipline
- Conduct site planning and layout development for terminals, plants, warehouses, and jetties, ensuring efficient use of space and compliance with safety and regulatory requirements
- Collaborate with procurement teams to ensure timely sourcing of materials and up-to-date pricing, contributing to realistic budgeting and scheduling
- Ensure timely evaluation and selection of reliable local contractors, supporting quality execution and reducing project risks related to delays or rework
- Contribute to continuous improvement in project planning practices, including standardization, sustainability integration, and lessons learned for future projects
What will YOU need?
- Bachelor's Degree in Engineering with active Engineering License
- At least 3 years experience in the same industry or function
